Neil Andrew Carter (s. 11. toukokuuta 1958[1] Lontoo[2]) on brittiläinen muusikko. Hän on muun moassa soittanut kosketinsoittimia sekä kitaraa brittiläisessä hard rock -yhtye UFOssa sekä kosketinsoittimia Gary Mooren sooloalbumeilla.
Carter on soittanut myös brittiläisessä hard rock -yhtye Wild Horsesissa.
Carter korvasi UFOn äkillisesti menehtyneen kosketinsoittaja-kitaristin Paul Raymondin UFOn viimeisellä kiertueella kesäkuusta 2019 alkaen.[3]
